Notice to proceed was issued in late May and the project is expected to be complete in 2016. The 1.1 million-square-foot healthcare campus will replace the existing William Beaumont Army Medical Center. The project will consist of a seven-story hospital, two clinic buildings, administrative building, clinical investigation building with biosafety level three laboratories, and central utility plant. In addition to constructing the campus’ structures, Clark/McCarthy also will construct two access control points and surface parking.

“Our team is honored to build this world-class healthcare facility serving our soldiers and their families,” commented McCarthy Texas Regional President Mike McWay. “Our team brings significant capabilities and an unmatched excellence in healthcare. We are excited to get started.”

The 630,000-square-foot replacement hospital building will be comprised of a moment-resistant steel frame structure with a SidePlate® connection system and a concrete and metal deck composite floor system. These systems also will be used in constructing the clinic facilities and will help the buildings withstand the effects of seismic activity. Each of the new buildings’ curtain wall systems will be equipped with integral sunshade devices and structures also will feature natural stone and metal façade panels combined with a terra-cotta rain screen system. The Fort Bliss healthcare campus is designed to achieve LEED® Silver certification, and the hospital and clinic buildings are designed to achieve LEED for Healthcare certification. The project team will incorporate sustainable elements into the campus, including water-efficient landscaping, water-use reduction fixtures, and other energy-efficient design features.

Darnall Army Medical Center Replacement at Fort Hood, Texas, on May 14. At $536 million, the medical center replacement is the largest project to date funded by the American Recovery and Reinvestment Act of 2009, and is the largest design-build project in the Department of Defense’s (DOD) medical construction.

The Balfour Beatty | McCarthy team is providing design-build services for the 947,000-square-foot project, which will replace the existing Carl R. Darnall Army Medical Center and provide a new, state-of-the-art healthcare facility for service members and their families. The design-build process is greatly benefiting the project, saving time and money due to increased efficiency, removing at least two years from the construction timeline.

“We are excited to celebrate this project milestone with U.S. Army Corps of Engineers and our other project partners. We look forward to completing this highly sophisticated facility that will provide top-tier healthcare services to active duty soldiers, veterans and their families as well as the surrounding community of Fort Hood,” said Michael J. McWay, president of McCarthy’s Texas Division and chairman of the Balfour Beatty | McCarthy Management Committee. “The design-build process, in conjunction with our decades of experience in the healthcare industry, has enabled the team to build a coordinated, high-quality facility that meets the government’s budget and schedule.”

“The Balfour McCarthy/HKS design build team has worked diligently to reach this important milestone. We are proud to be part of this collaborative team and honored to build this world-class facility for the service men and women and their families who sacrifice so much for our country,” stated Doug Jones, regional CEO for Balfour Beatty Construction.

“None of this could take place if not for the extraordinary efforts by a dedicated and talented team. This team has combined to create a level of synergy that is difficult to match,” added Colonel Charles Klinge, commander, Fort Worth District, USACE. “This team has also consistently provided a realistic level of workmanship throughout all phases of procurement, fabrication, construction and installation of equipment and facilities.”

The topping out event signifies completion of the highest elevation point of construction. The project’s onsite building team joined members of USACE, HFPA, MEDCOM and more than 800 workers to sign the last beam to be put in place, inscribed with the words “Build Strong. Army Strong.” The beam was hoisted into place during the ceremony, and as it was lifted into the air, the audience shouted, “I am safety!”

The project sits on a 72-acre site and will include a six-story hospital tower, two two-story outpatient clinics, one three-story outpatient specialty clinic, ambulance garage, logistics building, central utility plant and three parking structures. Darnall serves roughly 45,000 active duty personnel and nearly 125,000 military family members and retirees within a 40-mile radius. More babies are born at Darnall than any other DOD facility. Darnall has been active in the treatment of soldiers and their families during the Global War on terror. This new facility will serve America’s soldiers of the 21st century in a world-class hospital. Darnall is being designed and constructed with a goal of maximum flexibility to keep pace with the community’s increased healthcare needs. Due to the hospital’s forward-thinking design and construction, another two floors can be added at a later time, if needed. The choice of the concrete structural system allows for longer bays, which will allow for greater ease of adoption to future changes in healthcare technology.

The installation of interstitial space also serves to make future expansions more streamlined and seamless. Mechanical, electrical, plumbing (MEP) systems are housed between the regular-use floors so improvements and changes can be made without disturbing patients and staff in the floors above and below. As a result, hospital suites and other spaces can be easily renovated without affecting MEP systems, yielding a reduced lifecycle cost.

The project also saved time and costs through the use of insulated precast panels in the façade. When the panels are erected, the façade will be complete – the brick is already cast into the panels, which cuts down on the time of enclosure.

The use of state-of-the-art technology has also translated into cost savings for the project. The Balfour Beatty | McCarthy team has maximized the use of Building Information Modeling (BIM) tools and mobile apps in the field, including AutoDesk BIM 360 Field and prefabrication techniques to help facilitate collaboration and coordination of all project aspects during design and construction while improving decision-making and expediting progress.

The new medical center was designed to meet USGBC LEED® Gold certification requirements. Key sustainable measures include more than 30 percent reduction in energy use over ASHRAE Standard 90.1; utility use reduction of 55 percent over the existing hospital due in part to daylighting and a green, planted roof; 50 percent water reduction for irrigation use due to drought-tolerant landscaping; and 30 percent decrease in water usage for plumbing systems with high-pressure low-flow plumbing fixtures. In addition, the new facility will utilize a 100 percent dedicated outside air system, which will improve overall indoor air quality and eliminate recirculation of air within patient care areas. Other green features include Forest Stewardship Council (FSC) certified wood used on all of the doors and millwork, power metering, recycled construction materials and low-volatile organic compound paints, adhesives and sealants.

Construction is scheduled for completion in July 2014, with operations set to start in summer 2015.

McCarthy/Mortenson was awarded the preconstruction services contract in 2009 for the future animal research lab that the plant will serve. So far, the joint venture construction manager has provided design reviews, cost estimates, construction feasibility reviews, design mockups, scheduling services and site preparation activities. The McCarthy/Mortenson team was selected for both contracts through a best value competitive process based on the team’s expertise in constructing biosafety facilities and its experience in the Manhattan, Kansas area.

“Award of the Central Utility Plant is a highly significant milestone in moving the NBAF project forward,” said McCarthy Senior Vice President Tom Kreher. “McCarthy/Mortenson is excited to use our expertise and technology to be on the forefront of helping the United States government in the fight against bioterrorism and in protecting our Nation’s food supply.”

The NBAF project will contain 574,000 gross square feet of facility space which includes BSL-2, 3, and 4 shared research space to be constructed on the 50-acre site. The NBAF Design Partnership (NDP) is the architect and engineer on the project.

The facility will house advanced research, diagnostic testing and validation, countermeasure development (i.e., vaccines and anti-viral therapies) and diagnostic training for high-consequence livestock diseases. It will also provide the necessary infrastructure to improve understanding and preparedness for potential bioterrorism employing foreign animal disease and zoonotic disease pathogens that may be accidentally or intentionally introduced in the United States and will develop capabilities to improve protection against such threats.

The McCarthy/Mortenson team is using the latest construction technology and tools on this project, including Virtual Design and Construction (VDC) – which allows the team to build the entire project virtually prior to actual construction. “Our use of industry pioneering VDC helps to make sure the facility is built in the most cost efficient way possible, while still achieving quality construction and ease of operation and maintenance,” said Mortenson Vice President Derek Cunz.

The McCarthy/Mortenson joint venture brings extensive knowledge and experience in the construction of BSL-3E, 3Ag and 4 facilities to the project. McCarthy has completed similar biosafety level projects for the Centers for Disease Control and Prevention in Atlanta, GA, the U.S. Department of Agriculture in Ames, IA., and Boston University in Boston, MA. Mortenson Construction brings long standing, local experience in the Manhattan, Kansas area, along with the experience of working on a similar laboratory project at the University of Colorado Denver’s Research II in Aurora, CO.

McCarthy, one of the nation’s oldest and largest privately-held construction companies and a 100 percent employee-owned business, was honored Monday night with a 2013 Training Magazine Top 125 Award. This recognition represents the third year in a row McCarthy has received this award and the second consecutive year for the firm ranking in the top 10.

Presented during the Training 2013 Conference & Expo in Orlando, the award recognizes the top training organizations based on excellence in employer-sponsored training and development programs across all industries. McCarthy was again honored with placement on the prestigious list, moving up from 10th to 6th place in this year’s ranking. This result positioned the firm as the highest ranked construction company on the list for the second year in a row, supporting a national effort to provide high quality development opportunities for those pursuing careers in the science, technology, engineering and mathematics (STEM) fields.

“To deliver exceptional construction results for our clients, we know we must develop the best true builders in the industry,” commented McCarthy Chairman and CEO Mike Bolen. “And, as an employee-owned company, these builders also need to understand the intricacies of our business to bring real value to our clients and partners. It is truly an honor to be included among America’s best on the Training 125.”

Founded as a family-owned business almost 150 years ago, McCarthy is one of the largest 100% employee-owned companies in America today. The firm has long fostered a culture dedicated to continuous improvement, and “Learning” represents one of McCarthy’s six company Core Values. While a formal McCarthy Training Program had been in place for decades, McCarthy launched an entirely revamped training program in 2008 under McCarthy Build U®. Unusual in the construction industry and among best-in-class training programs outside of the construction industry, McCarthy Build U is a personalized approach to employee development. Through a comprehensive array of in-person, online and self-directed training opportunities, employees are empowered to take control of their personal and professional development. Ensuring the safety of all individuals who work on or near all McCarthy project sites is the firm’s number one priority. This vigilant approach to safety is supported by McCarthy’s comprehensive Safety Training Program. Further, employees have access to an extensive on-the-job training program, as well as more than 325 instructor-led classroom sessions, 135 instructor-led virtual classroom sessions and 250 online, self-paced modules focused on building, business and management skills.

“Our focus on developing the best builders and industry professionals in the business starts from Day One,” explained McCarthy President and Chief Operating Officer Derek Glanvill. “With a training investment three times the construction industry average, we are serious about this effort. This approach enables us to attract and retain the best talent, execute work that others say is ‘impossible,’ and ultimately develop future company and industry leaders.”

About the Training 125
Now in its 13th year, the Training Top 125 ranking is based on a variety of benchmarking statistics such as total training budget; percentage of payroll; number of training hours per employee program; goals, evaluation, measurement, and workplace surveys; hours of training per employee annually; and detailed formal programs. The ranking is determined by assessing a range of qualitative and quantitative factors, including financial investment in employee development, the scope of development programs, and how closely such development efforts are linked to business goals and objectives. More information about the 2013 Training Top 125 Award winners may be obtained online at www.trainingmag.com.

Employees of the Superior Court of Calaveras County, the California Administrative Office of the Courts, general contractor McCarthy, construction manager URS Corporation, and architect DLR Group commemorated the milestone by signing the last 600-pound steel beam, which was then hoisted and secured in place.

The new courthouse is located in downtown San Andreas and is adjacent to the county’s new jail. The facility will replace the currently overcrowded Calaveras Courthouse as well as a leased modular building. The site will also include ample parking space for court visitors and staff. The current project timeline estimates the courthouse will be open for public service in the fall of 2013.

“The new courthouse will contribute both to the California Judicial Council’s goal of an improved court system statewide, and specifically to the enhancement of court services and access offered to Calaveras County residents,” said Matt Wade, McCarthy’s project director. “As the general contractor, we are thrilled to build a facility that will accommodate the region’s current and future needs, improve service to the public and provide a more secure infrastructure. It was exciting to come together to place the final beam on the Calaveras County Courthouse.”

The design for the courthouse consists of a two-story plan that reflects the building’s natural setting and minimizes its impact on the surrounding oak woodlands. The first floor will include jury assembly, clerk services, and court offices organized around a natural light-filled, two-story entry lobby and great hall. The four courtrooms will be located on the second floor.

The design and building of the courthouse also includes an emphasis on sustainability. The building exceeds state requirements for energy efficiency by 20 percent, and is expected to earn LEED Silver certification by the U.S. Green Building Council.

Local San Diego residents and visitors can look forward to maximizing their recreational enjoyment of the city’s Pacific Coast waterfront location with the future construction of the San Diego County Administration Center (CAC) Waterfront Park Development project, located along Pacific Coast Highway between Ash and Grape streets in downtown San Diego.

McCarthy recently was awarded the $34 million design-build project, which also includes an underground parking garage. McCarthy’s design-build team includes SGPA, architect-of-record; Schmidt Design, landscape architect; and IPD (International Parking Design) for the parking portion of the project. The official groundbreaking ceremony is scheduled for September 25th, with project completion slated for summer 2014.

The CAC Waterfront Park Development project will convert the large eight-acre, on-grade parking lots north and south of the historic Administration Center and the immediate outdoor areas west and east of the building to a large, 12-acre community and regional open space amenity. The park will encompass expansive civic greens, a children’s play area, specialty garden areas, elaborate water features and a public restroom.

The single-level, subterranean parking garage, located off Ash Street, will accommodate 254 cars. Site work includes all related underground building systems.

“With this project being so close to the waterfront, the underground parking structure poses the most significant challenge since it will require dewatering and substantial shoring,” said Bob Betz, senior vice president of McCarthy. “Managing construction of a large park while the County Administration Center remains operational will also require careful coordination to minimize noise and disruption to employees working in the building.”

Since 1938, the San Diego County Administration Center has stood on the San Diego bay front, welcoming residents and visitors alike and symbolizing the ideals of public service as “The noblest motive is the public good.” The McCarthy design-build team has brought aboard a consultant to navigate any issues related to the County Administration Center’s historical building status to ensure consistency of integration and integrity.

Other consultants involved in the San Diego CAC Waterfront Park project include Sierra Pacific as the site work contractor, Jessen-Wright as the structural engineer, Nasland as the civil engineer, Sparling as the electrical engineer, MA Engineers as the mechanical engineer, and G Force as the environmental engineer.
