McCarthy recently began construction of the Initial Expansion of the Groundwater Replenishment System for the Orange County Water District (OCWD). Located at the OCWD Advanced Water Purification Facility (AWPF) onWard Street inFountain Valley,Calif., the $142.7 million project will create an additional 31,000 acre-feet per year (AFY) of new water supplies to serve north and centralOrangeCounty. Once completed, the AWFP’s total production will reach 103,000 AFY, enough water for 850,000 people.

A formal groundbreaking event with local, county and state elected officials, water retail agencies and representatives from the design firm and construction team was held on January 17, marking the start of the project. Guest speakers included Claudia C. Alvarez, Esq., President, Orange County Water District; Roger C. Yoh, P.E., Board Member, Orange County Water District and Chair, GWRS Steering Committee; and Larry Crandall, Chair, Orange County Sanitation District and Vice Chair, GWRS Steering Committee. Immediately following the presentation, officials and project team members used ceremonial shovels to break ground where the expansion will take place.

“The GWRS established the benchmark for international water projects and water reuse technology,” said OCWD General Manager Mike Markus. “Most importantly, the GWRS has provided a reliable, locally-controlled source of water forOrangeCountyduring a time when the availability of imported water is decreasing while its cost is increasing. We live in a naturally arid region. The GWRS Expansion will provide us with the water supply reliability that we need, while creating hundreds of local jobs that will benefitOrangeCounty’s economy through the development, construction and operation of the project. In short, it’s the perfect project at the perfect time.”

The GWRS, a joint project of OCWD and Orange County Sanitation District (OCSD), takes highly treated wastewater that would have normally been discharged into the Pacific Ocean and purifies it through a three-step process that includes microfiltration, reverse osmosis and ultraviolet light with hydrogen peroxide. 35 million gallons of near-distilled quality GWRS water per day is pumped into injection wells where it serves as a seawater intrusion barrier. Another 35 million gallons per day is pumped in a 13-mile long pipe to OCWD recharge basins inAnaheim,California. The GWRS water then filters through sand and gravel to replenish the deep aquifers ofOrangeCounty’s groundwater basin and ultimately becomes part of the drinking water supply.

Serving as general contractor for the expansion, McCarthy will construct a 30 million gallon per day (MGD) treatment facility expanding the 70 MGD GWRS that was completed in 2008. Parsons of Pasadena is construction manager for the project and Black and Veatch of Irvine is the structural, civil, electrical and mechanical engineer.

The project entails expansion of the existing microfiltration facility by constructing eight new below-grade treatment basins and enlarging the existing basement facility. Other work includes construction of a new 32,000-square-foot reverse osmosis building, the installation of five new ultraviolet light (UV) treatment trains to match the existing systems, as well as retrofitting the existing post treatment systems to employ a new lime feed system. McCarthy will also construct two above ground steel tanks, each is 215 feet in diameter with a height of 35 feet and a capacity to hold 7.5 million gallons of water.

“The project will be carefully executed in order to mitigate any disruptions to the existing plant while conducting a complex facility expansion with significant construction challenges,” said McCarthy project manager Curtis Horner. “The microfiltration facility is a very complicated water bearing structure tucked into an extremely tight footprint. This 30 foot deep structure is bordered on all four sides just beyond the limits of construction by existing structures and piping. The excavations and concrete durations alone will take approximately 14 months to complete.”

The Reverse Osmosis building also provides project challenges explained Horner. “The RO facility is located in an area bordered by the existing facility, a substation, a pumping area and another building. Furthermore, the structure will sit on more than 200 piles with a long, extensive concrete scope followed by extensive mechanical work.”

The GWRS is the largest advanced water treatment facility of its kind in the world and has garnered more than 35 regional, state and international awards including the prestigious American Society of Civil Engineers (ASCE) 2009 Outstanding Civil Engineering Achievement Award for the year’s most outstanding national engineering project, and the Stockholm 2008 Industry Award for the year’s most outstanding international water project.

“We are proud to be a part of this complex and vital project to mitigate the challenges associated with an otherwise dwindling water supply in Orange County,” said Mark Mardock McCarthy Executive Vice President. It’s exciting to not only be involved with an internationally renowned project, but also helping to provide a environmentally responsible, reliable and safe source of water which is critical to the public health and economy of Orange County.”

Construction work is scheduled to complete in September 2014.

McCarthy is building the Chandler Unified School District’s 30th elementary school, Carlson Elementary School, in southeast Chandler, Ariz.

The $12.4 million K-6 school will have room for 950 students. The 80,000-square-foot building will include a gym/multipurpose room, media center, classrooms and office space. The new elementary school is being built between Chandler Heights and Riggs roads and Gilbert and Lindsay roads in the T.W. Lewis master-planned community, Valencia.

The school will contain energy-saving features including: an air-cooled central plant; an Energy Management System that allows HVAC and lighting to be controlled remotely via the Internet; sky lighting in hallways to eliminate use of lights; and ground and polished concrete floors in hallways and bathrooms, which is easier and less expensive to maintain.

The school is being named after longtime educators John and Carol Carlson, who have held various roles within the district since 1974. Carol has taught K-2nd grade and in the early childhood education program, and John is currently the athletic director for the district and plans to retire at the end of the year.

The school will offer both the Chandler Traditional Academies (CTA) education model as well as “classic” education, so parents will have a choice on the type of instruction their child will receive.

“We are working hard to establish a neighborhood school that delivers strong instruction aligned to the Arizona standards and offers a wide variety of extra-curricular opportunities for our students,” said Leo Schleuter, who will serve as principal of the new school next year. “Carlson Elementary will provide options for parents with respect to students’ instructional needs and foster parent and community involvement through partnerships with all school stakeholders.”

The Chandler Unified School District used Qualified School Construction Bonds to fund the construction of Carlson Elementary School. These bonds, which include a federal interest cost subsidy, were issued as part of the American Recovery and Reinvestment Act of 2009. This federal program, which was designed to aid school districts and provide economic stimulus during the recession, enabled the District to save an estimated $7.25 million in interest cost over traditional bond financing. These interest cost savings accrue to District taxpayers over the life of the program.

The school will be completed in May 2012 in time for the new school year to start in July.

HDA Architects Inc. is the architect on the project and major subcontractors include Midstate Mechanical, Suntec Concrete Inc. and Hawkeye Electric.

Plant designed with strict seismic criteria to help protect the facility during an earthquake

The new Central Utility Plant (CUP) at Los Angeles International Airport (LAX) reached a major construction milestone when construction workers placed the final structural steel beam atop the building’s frame on January 24, 2012. Currently on schedule for construction completion in summer 2014, the $438 million (development cost) design-build project is being built by Clark/McCarthy, A Joint Venture.

In just four weeks, construction workers from Schuff Steel used a Manitowoc 999 Lattice-boom crawler crane with a reach of 140 feet to erect 1,400 tons of structural steel, creating the frame for the new CUP. An audience of approximately 300 project stakeholders and construction workers celebrated the ‘topping out’ during a ceremony held near the construction site. As a part of the event, attendees signed the final I-beam adorned with an American flag and an evergreen tree. The beam was then lifted 75 feet high and attached to the top of the structure. The tradition of attaching a tree and flag to the final structural beam has been practiced by construction workers for over 1,000 years. The tree represents growth, life and good luck for the construction workers and the building’s future occupants. The flag is displayed as a patriotic symbol that signifies the united effort by the project team to achieve a common goal.

“An interesting aspect pertaining to the CUP structure is that it was designed as an essential facility with stringent seismic drift criteria to protect the facility during a major earthquake,” said Kevin Carpenter, design manager for Clark/McCarthy. “Furthermore, some of the cogeneration equipment that will be installed on upper floors, including the two Combustion Turbine Generators that weigh in excess of 60 tons each, requires the steel frame to be extremely stout.” The 70,000-square-foot facility has a steel frame that weighs in excess of 1,400 tons, or 40 pounds per square foot — about 30% higher than an Office of Statewide Health Planning and Development (OSHPD) hospital in California.

The new CUP is being built to replace the existing 50-year old facility with a modern, state-of-the-art, computer-managed utility plant providing enhanced passenger comfort and reliability of utility service and safety within the newly renovated modernized terminals at LAX. The existing CUP will service the airport throughout construction. Upon project completion, the replacement will be brought on-line and the old CUP will be decommissioned and demolished.

Serving as general contractor for the project, Clark/McCarthy’s contract includes demolition of the existing 50-year-old CUP as well as construction of a new 64,000-square-foot, steel-framed replacement CUP with a 20,000-ton cooling capacity. The project also entails the installation of associated equipment, such as a stand-by boiler, primary and secondary chilled water pumps, cooling towers, electrical systems and switchgear.

A new maintenance shop and offices and an above-grade thermal energy storage (TES) tank with capacity for 1.6 million gallons of water and 15,500 ton-hours of cooling is also being built. Other work includes: replacement of approximately 18 miles of pipe and duct bank that service the entire Central Terminal Area (CTA) with utility distribution, electrical and communications systems as well as reclaimed water, fire water and potable water systems; installation of several miles of new distribution piping throughout the CTA and beneath existing main entrance roadways throughout the airport; and an upgrade of pump rooms and air handling equipment in 21 different locations within all terminals, administrative buildings and the LAXThemeBuilding.

Systems and their components for the new CUP were designed and constructed to achieve LEED®Silver certification from the U.S. Green Building Council.

Clark/McCarthy, A Joint Venture is a joint venture between Clark Construction Group and McCarthy Building Companies, Inc. Additional project partners include: Gruen Associates,Los Angeles, architect; Arup,Los Angeles, mechanical, electrical, plumbing, structural, and commissioning engineer; Capital Engineering Consultants,Rancho Cordova,Calif., mechanical consultant; Greenform,Los Angeles, sustainability consultant; and PID Engineering,San Diego, cogeneration consultant.

McCarthy Holdings, Inc., parent company to McCarthy Building Companies, Inc. and MC Industrial, Inc., created more than 145 new jobs across the country in 2011, the company announced today. The new hires, which include college-level to executive-level positions, reinforce findings that employee-owned private companies, or “S corporation employee stock ownership plans” (S ESOPs) like McCarthy are resilient, high-performing businesses.

Further growth in 2012 is expected as McCarthy is currently recruiting for more than 60 additional new positions.

“When employees own the company, as we do at McCarthy, they operate with increased motivation, and that in turn enables continued growth and expansion,” commented McCarthy President and Chief Operating Officer Derek Glanvill. “It is thanks to our culture of ownership and the dedication of our employee owners that we have been able to increase our operations this past year.”

According to a report from Georgetown University, S ESOPs like McCarthy have been job creators even in tough economic times. While overall employment in the U.S. fell by nearly three percent in 2008, employment at surveyed private, employee-owned firms rose by nearly two percent.

Further, according to a University of Pennsylvania study, S ESOP companies like McCarthy create not only employee motivation and success, but also $14 billion in new savings for workers each year that they otherwise would not have. This is because profits of the company flow into the ESOP (retirement) accounts of the workers. Moreover, a survey from the National Center for Employee Ownership reported that S ESOP employees can have retirement account balances three to five times higher than the average 401 (k) or other defined contribution plans. This helps to explain why S ESOP company employees can be so successful, as compared with most working Americans who—according to a recent AP poll—think they will lack enough money to live comfortably in retirement.

“Employee-owners work smarter and harder because of their commitment and investment in the business,” said Greg Klein, chairman of the board of directors of the Employee-Owned S Corporations of America. “McCarthy is a prime example of what S corporation ESOP companies can do for workers and for our economy.”

About ESCA
The Employee-Owned S Corporations of America (“ESCA”) is the Washington, DC voice for employee-owned S corporations. ESCA’s exclusive mission is to preserve and protect S corporation ESOPs and the benefits they provide to the employees who own them. These companies have an important story to tell policymakers about the tremendous success of the S ESOP structure in generating long-term retirement savings for working Americans and their families. ESCA provides the vehicle and the voice for these efforts. ESCA represents employee-owners in every state in the nation.

About McCarthy
McCarthy (http://www.mccarthy.com/) is one of the nation’s oldest and largest American-owned commercial contractors. Headquartered in St. Louis, the firm has offices in Atlanta, Dallas, Houston, Phoenix, Las Vegas, San Diego, Newport Beach, San Francisco and Sacramento. Repeatedly honored as a Best Place to Work, McCarthy is 100 percent employee owned.

McCarthy NM, a division of McCarthy Building Companies (http://www.mccarthy.com/), recently completed the exterior and steel structures of construction on two K-8 school projects for Santa Fe Public Schools.

When completed, the $9 million Gonzales Community School, which serves more than 600 K-8th grade students, will include a two-story school building with 50,000 square feet of classrooms, labs, a new cafeteria and kitchen, a new gymnasium, an enclosed walkway to the library and a new parent drop-off area. The Gonzales project also includes parking lot lights powered by solar panels, and the district is planning to use this as a teaching tool about solar systems.

The $12 million El Dorado Community School, which serves more than 500 K-8th grade students, will include a two-story school with 80,000 square feet of classrooms, labs, a new cafeteria and kitchen, a new gymnasium, a new library addition and a new administrative office/school entry.

Both projects are being built using a Construction Manager at Risk (CM at Risk) method of delivery. With this model, builders are more hands-on throughout the entire project and share in the responsibility (or “risk”) for the success of a project.

“The private sector has been using CM at Risk since the 1970s with great success,” said Rob Langhoff, senior vice president of McCarthy Building Companies. “Only within the past decade has the public sector, including school districts, begun to embrace the method. The outcome has been a better model for delivery of not only the desired level of quality, but also the best final price.”

Both projects are under construction while students remain on the existing campuses. The schools are utilizing portables this year and will be moved into their new permanent classrooms after testing is complete in late spring.

“Returning optimal value to the community while maintaining a quality learning environment and, above all, keeping our students safe in the midst of a construction project is our team priority,” said David Crosby, construction project manager for Santa Fe Public Schools. “McCarthy’s comprehensive experience with ambitious and realistic construction schedules on occupied school campuses has made a big difference to us and ensured that our students remain safe in a positive learning environment while we build their new school.”

McCarthy began construction on both Gonzales Community School and El Dorado Community School in April 2011. The projects are scheduled for completion in time for the start of school in August 2012. Wood Metal Concrete is the architect on the projects.

The Winn Army Community Hospital at Fort Stewart moved another step closer to completing its $23.1 million expansion and renovation by officially breaking ground on a new 65,000-square-foot building. Being constructed by McCarthy, the project is targeted to achieve LEED Silver certification and also includes the renovation of approximately 1,000 square feet of the existing hospital, which opened in 1983.

“McCarthy is honored to do our part to serve the soldiers who serve our country both at home and abroad,” said Tim York, project director for McCarthy. “Right now, soldiers and their families must go to more than 20 buildings located throughout the base for medical care. This new facility will provide a more efficient, effective way for them to receive medical care at a single location.”

The contract and construction is being overseen by the U.S. Army Corps of Engineers, Savannah District.

Services offered at the new Winn Army Community Hospital will include physical and occupational therapies, orthopedics, podiatry, social services and behavioral health. Soldiers stationed at Fort Stewart include the Third Infantry Division, which is continually training for and deploying for combat.

“At the time this hospital opened, it was state of the art,” said Col. Ronald Place, commander of Winn Army Community Hospital. “As we’ve grown and technology has advanced, a new solution was necessary. This expansion and renovation will enable our soldiers and their families to continue to receive a quality healthcare experience for years to come.”

The project architect is Leo A Daly. Completion of the expansion and renovation is scheduled for September 2013.

Located at 3557 Lancer Way in Carlsbad, Calif., the $47 million classroom complex was constructed by McCarthy, one of the nation’s leading education facility builders, on behalf of the Carlsbad Unified School District.

The education-building complex represents the third phase of an overall $87 million renovation and modernization of Carlsbad High School, home of the Lancers, that McCarthy began in June 2008. The project is being funded by Proposition P, a $198 million bond measure passed by voters in 2006. Carlsbad High School, which was originally built in 1957 and now boasts an enrollment of 3,000 students, is one of eight schools within the Carlsbad Unified School District being constructed or modernized with funding from Prop P.

The one- and two-story education facilities comprise a total of 99,000 square feet of space and provide new classroom, performing arts, vocational education lab and food service space. The buildings surround the newly created Lancer Plaza, which resembles a college campus quad and serves as a central gathering and event area for students.

A grand opening celebration and official ribbon-cutting ceremony was held last week to commemorate the completion of the education-building phase. More than 200 government officials, school district dignitaries, and other stakeholders attended the event and expressed praise for those involved in the planning, construction and oversight.

“There are so many individuals who have helped guide this project on the right path, and helped realize our dream of being one of the most modern and desirable school campuses in the country,” said Maggie Stanchi, director of instruction for the Carlsbad Unified School District and former principal of Carlsbad High School.“We’re especially grateful to the members of McCarthy’s project team for their diligence and high degree of professionalism throughout the course of this project.”

Built on the site of the school’s former parking lot on the east side of Carlsbad High School, the 11 new steel-framed stucco buildings were designed to harmonize with the surrounding structures, while giving the campus a more contemporary appeal. The buildings feature curtain walls on one side, and cantilevered walls with metal sunscreens on the opposite sides to help reduce energy use. Masonry was incorporated in some areas, including the plaza ticket booth.

In all, the education building phase encompasses 54 new instruction spaces, including 34 regular classrooms, six computer/digital labs, and 14 other instructional rooms to accommodate the school’s highly specialized and widely acclaimed curriculum and programs. It also encompasses 18 new restrooms, four faculty rooms, and a full-size commercial kitchen.

A professionally equipped, top-notch broadcast studio accommodates Carlsbad High School’s live, daily scholastic broadcasting for which the school has received 19 Emmy Awards and been ranked No. 1 in the nation. A new backdrop set is currently being fabricated to complement the built-in news desk and guest couch area.

A 2,071-square-foot woodshop features a sophisticated dust collection system and air blast system that lend to the open-ceiling, industrial look of the interior. A large dance studio, featuring Maplewood hardwood flooring and full-wall shatterproof mirrors, provides practice space for Carlsbad High School’s dance team, which has been the national champion for seven consecutive years. Other instructional rooms are custom-built for students enrolled in arts, ceramics, fashion, choral, drama, music, construction tech, and functional skills classes. Computer and digital lab rooms accommodate CADD, business, graphic design, digital photo, computer and video classes.

A 2,500-square-foot commercial kitchen provides the facilities and equipment needed for cafeteria staff to prepare between 500 and 600 meals for students each day, including basic breakfast items and full lunch entrees. The space includes restrooms and locker rooms for those staff members. A nearby concession room provides an area where students can purchase lighter snack items throughout the day.

Also included in this phase of construction was a 5,000-square-foot, stand-alone wrestling building that features one-inch rubberized flooring and a carefully controlled HVAC system designed to maintain a consistent, moderate temperature. McCarthy subcontracted construction of this pre-fabricated building to MC Industrial, which specializes in this particular construction method. This portion of work required review and approval by the Division of State Architects.

A primary challenge for McCarthy project team members during this phase of construction was coordinating the logistics of building on an existing, occupied campus and controlling vehicle, bicycle, skateboard and pedestrian traffic. This task was further complicated by the adjoining, city-owned cultural arts campus, which offered a full spectrum of productions during summer months — a time when construction crews had counted on accomplishing a large portion of the construction work.

“We were in close communication with the District the entire duration in an effort to reduce potential traffic flow issues and minimize disruptions to campus operations while school was in session,” said McCarthy Project Director Craig Swenson. “At many points, it required our having to reassess the schedule, then rearrange subcontractor schedules to accommodate activity on and around the campus.”

With the education-building phase complete, McCarthy crews will now have a few months to demolish some of the existing classroom buildings on the south side of the campus, and convert the site into a new, larger parking lot.

In March 2010, McCarthy completed the second phase of construction, which involved demolition of the existing stadium, installation of underground utility infrastructure, and construction of a new 3,900-seat athletic stadium with aluminum bleachers and a synthetic track and field area. The stadium houses a new 10,000-square-foot building with locker rooms, restrooms and concession areas. The new stadium also features a Pop Warner-sponsored scoreboard with state-of-the-art LED technology for animated messaging.

The initial phase, performed in the later half of 2008, required McCarthy to set up temporary classroom facilities for students, along with the utilities to support these facilities.

Design consultants involved in the Carlsbad High School renovation project include Perkins+Will, architect; John A. Martin & Associates, structural engineer; Leighton Engineering, geotechnical engineer; Cornerstone Engineering, Inc., civil engineer; Johnson Consulting Engineers, Inc., electrical engineer; Donn C. Gilmore & Associates, mechanical engineer; and Lightfoot Planning Group as the landscape architect. The Planning Center provided the Environmental Impact Report.

Gafcon is the program manager. Erik Reuter has been serving as director of school construction on behalf of the CUSD.

This $11-million project will also include renovations of 15,000 square feet of the existing hospital that will improve work flow for outpatient services, imaging and cardiology, update the existing mechanical and electrical systems and provide various other new systems within the renovated areas.

”McCarthy was pleased to be chosen by Electra Memorial for the additions to the hospital. Our team is already on-site working hard to ensure we complete this project on time and on budget and exceed both the hospital’s and the city of Electra’s expectations,” said McCarthy’s Texas Division President Mike McWay. “We look forward to helping Electra Memorial achieve its long term goals for expansion and become the healthcare pulse for the community, providing an exceptional facility for doctors, patients and the community.”

The multi-phased renovation project is designed to minimize impacts to the daily operations of the existing facility during construction. In addition to daily coordination and communication with hospital staff, McCarthy will utilize temporary partitions and various infection control methods to protect public spaces and minimize disruptions to hospital operations.

Mercy has selected McCarthy to serve as construction manager for a new 825,000-square-foot hospital in Joplin, Mo. to replace the former St. John’s Mercy Regional Medical Center demolished in the May 22, EF-5 tornado. The deadliest tornado in Missouri and the U.S since 1947 directly hit the hospital.

The new, larger hospital has a construction budget of $335 million and will initially have 261 inpatient beds but expand to 309. Plans include medical surgical, critical care, women’s/children’s (labor, delivery, recovery and postpartum rooms), behavioral health and rehab. The new hospital will be located at the intersection of Interstate 44 and Main Street in Joplin.

“We are making this commitment because it’s the right thing to do for Joplin,” said Lynn Britton, president and CEO of Mercy, which includes 30 hospitals and more than 200 outpatient facilities in a seven-state area. “The May 22 tornado devastated our community in Joplin and destroyed our hospital, but we’ve promised all along we would rebuild. We worked closely with McCarthy to break ground in January 2012.”

McCarthy has worked with Chesterfield, Mo.-based Mercy since the disaster, arriving in Joplin just days after the massive tornado struck. McCarthy worked alongside the National Guard and volunteers around the clock to help set up a temporary 60-bed field hospital so that Mercy could re-establish medical services to the Joplin community as soon as possible. The tents have since been upgraded to insulated panels to better endure the winter. The facility is still in use and will serve patients until spring 2012, when a more secure temporary solution, a modular “component hospital,” will take its place.

“McCarthy is honored to serve as a trusted partner with Mercy throughout the years and specifically through this process,” said McCarthy Central Division President Scott Wittkop. “We were passionate about helping Mercy replace its battered building with a temporary field hospital only one week after the tornado devastated the city of Joplin. We are just as passionate about replacing the temporary hospital with a ‘component hospital,’ and finally a bigger and better replacement hospital to serve the Joplin community.”

McCarthy has been working with Mercy planners to develop the functional program for the replacement hospital since July 2011. The architectural firms HKS, Inc. in association with Archimages, Inc. are part of the integrated team effort, with Heideman & Associates serving as the MEP Engineer.

Mercy is accepting donations to help those affected by the tornado at Mercy Foundation for Health Innovation Joplin Relief Fund.
