Design-Build Benefits

Design-build delivery is anticipated to bring significant cost and schedule benefits to water treatment plant in Colorado.

McCarthy recently began the design phase of a 50 million gallons per day (MGD) water treatment plant and pump station for the Southern Delivery System (SDS) with Colorado Springs Utilities and Carollo Engineers. The SDS is a collaborative regional pipeline project that will transport water from the Arkansas River, providing a long-term water supply to the growing population of Colorado Springs and surrounding communities, including Fountain, Security and Pueblo West. With the ultimate future capacity to deliver up to 96 MGD, SDS will provide a stable supply of water for decades to come.

“The project commencement marked the culmination of more than a decade of planning, studies, public discussion and regulatory review that found SDS to be the most cost-effective, environmentally responsible and dependable solution,” said Gary Bostrom, chief water services officer for Colorado Springs Utilities and previous manager of the SDS project.

Phase I construction will include four main components needed to transport water through the Pueblo Dam and serve the SDS pipeline. These components include: 60 miles of raw and finished water pipeline with a connection to the dam, three raw water pump stations, a 50 MGD water treatment plant and finished water pump station, and a comprehensive project instrumentation and control system.

McCarthy formed a partnership with Carollo Engineers to design and construct the 50 MGD water treatment plant and finished water pump station – the largest and most complex component of the SDS project. The proposal to Colorado Springs Utilities outlined a strategy that will be 25 percent more cost efficient than initial estimates based on an in-depth cost analysis.

Phase I construction is scheduled to be complete and the entire SDS project fully operational in 2016.
